Background and Purpose of the eSPSV Grant Initiative
This program is designed to accelerate the adoption of fully electric and zero-emission wheelchair-accessible vehicles within the Small Public Service Vehicle (SPSV) sector. By prioritizing cleaner transportation options, the initiative seeks to enhance urban air quality while fostering public confidence in electric vehicles (EVs). The SPSV industry plays a pivotal role in normalizing EV usage, setting an example for broader passenger car adoption.

Program Administration
Funded by the Department of Transport and managed by the National Transport Authority (NTA), the scheme operates under State Aid Rules, including the de minimis Regulation. The NTA oversees grant distribution, licensing, and compliance as the delegated authority.

Program Timeline
Launching on February 17, 2025, the initiative will accept applications on a first-come, first-served basis until funding is exhausted or the deadline of December 12, 2025 (whichever comes first). Final submissions must be received by November 21, 2025, unless adjusted by the NTA.

To qualify for funding, applicants must:

License their EV as an SPSV,
Pass an Initial Suitability Inspection,
Submit a completed Grant Payment Form by the program’s end date.

Eligibility Criteria
The grant is open nationwide to:

New SPSV license applicants (individuals or businesses),
Existing license holders upgrading to EVs,
with a cap of 10 successful applications per entity.

Applicants with upheld SPSV-related complaints or prosecutions within the past 24 months may be disqualified.

Grant Tiers
Enhanced Support
Existing SPSV operators qualify for higher grants if:

Their current vehicle is 3+ years old and licensed for SPSV use,
Replacing older vehicles (within 3 years of maximum age under S.I. No. 33/2015) or high-mileage models (300,000km+),
Provide a Certificate of Destruction from an approved scrapping facility.

Standard Support
Available to:

New SPSV entrants,
Existing operators with vehicles under 300,000km or more than 3 years from maximum age limits.

Additional Requirements

Grants apply only to NTA-approved EV models (listed on their website).
Total de minimis aid (including other sources) must not exceed €300,000 over 3 fiscal years.
Recipients must disclose grant amounts if requested by other aid agencies.
Funding is void for entities involved in sectors excluded under State Aid Rules (e.g., fisheries, agriculture exports).

Applying for the eSPSV Grant: A Simple Guide

Step 1: Submit Your Application
Start by filling out the online application form available at www.nationaltransport.ie/taxi/formsandguides. Before you begin, gather these essentials:

Your PPSN (for individuals) or TRN (for companies).
Details of your SPSV driver’s license (if applicable).

Important Notes:

The NTA reviews all applications and reserves the right to approve or deny requests.
Double-check your application for completeness. Incomplete submissions will be rejected, requiring you to restart the process.
By applying, you agree to let the NTA verify the information you provide.
If approved, your grant offer expires after two months, on the scheme end date, or by December 12, 2025 (whichever comes first).
Keep your contact details up to date—notify the NTA immediately if anything changes.

Step 2: Await the Decision

If your application isn’t approved: The NTA will explain why and may ask for additional details. Allow extra time in case follow-ups are needed.
If approved: You’ll receive a Grant Offer Letter outlining next steps. To accept the offer:
- Sign the letter by hand and mail it to:
  eSPSV25 Applications, National Transport Authority, PO Box 436, City North Business Park, Tuam Road, Galway.
- Deadline: Return it within 3 weeks (21 days) of the letter’s issue date.

Step 3: Finalize the Grant Agreement
Once the NTA receives your signed offer, you’ll enter a Grant Agreement. To complete this step:

Submit the signed Grant Offer Letter and the State Aid Declaration (Appendix C of your Grant Letter).
Prepare for licensing:
- New vehicle? Review guides G1 (new SPSV licenses) and G6 (changing vehicles) on the NTA website.
- Purchase an approved EV and get an Irish registration number.
- Scrapping an old SPSV? Obtain a Certificate of Destruction from an authorized facility.
- New license required? Fill out form VL1 and mail it to the NTA address above. Wait for a Conditional Licence Offer before booking inspections.
- Changing a vehicle? Follow Article 16 of the SPSV Regulations.
Book an Initial Suitability Inspection at an SPSV center. After licensing, submit the Grant Payment Form to the NTA address.

Step 4: Receive Your Grant
Once the NTA verifies all documents, your grant will be deposited into your chosen bank account within 20 business days.
